“Plan Mexico” and Regional Militarization

Laura Carlsen, Director of the Americas Policy Program, will offer an analysis of “Plan Mexico” or the Merida Initiative, a US-led security cooperation initiative with Mexico and Central America to confront drug trafficking, transnational crime, and terrorism in the Western Hemisphere. She will discuss possible parallels to “Plan Columbia” and how the enforcement model of the war on drugs and organized crime that the Plan seeks to extend into Mexico may lead to widespread militarization when democratic institutions are not strong.
